Air Force Gen. Kevin P. Chilton, the leader of the U.S. Strategic Command, yesterday urged the hastening of the U.S. nuclear weapons modernization program at a conference during the Nuclear Deterrence Summit in Washington.  Chilton explained that “time is not on our side,” particularly as China and Russia upgrade their nuclear warheads and delivery systems more often than the U.S. does.  Although a nuclear weapons modernization program is in desperate need of hastening, it is in a “holding pattern” until the Obama administration can review studies that are expected to be completed next year.
