It’s been argued that if you want to decrease the effectiveness of any fighting force, simply increase the amount of paperwork they’re forced to deal with.

It appears Al Qaeda is now feeling the sting of bureaucracy, as internal strife over internal affairs has recently been brought to light. Moktar Belmoktar, an Algerian-born terrorist in his early 40s, has resigned from the terrorist organization, citing micro-management.
