NEW YORK– The Police Commissioner of the NYPD testified before a City Council committee and asked for federal funding to expand its ground zero anti-terror program to midtown Manhattan.  The idea will allow the NYPD to duplicate the same efforts in the bustling tourist & business areas of manhattan, including scanning license plates, monitoring surveillance video cameras and using radiation and bioterrorism detectors.
