NEW YORK – The NYPD plans to track every vehicle entering Manhattan and screen them for materials that are often used in acts of terrorism.  The plan, called Operation Sentinel, is being developed in addition to a $90 million initiative to tighten security at the World Trade Center site and elsewhere in the city in response to the Sept. 11 attacks.
