Seung-Hui Cho killed 32 and injured 23 on his murder-suicide rampage at Virginia Tech’s campus. On April 16, 2007, the world watched in disbelief as questions unfolded: How could this happen? When people learned that Cho was responsible for a separate attack more than two hours earlier, everyone was asking how Cho could have continued his killings.

That Virginia Tech tragedy changed the perception of campus policing. Capt. Ed Davis of the William & Mary PD represents many in campus law enforcement that took an introspective look into their operations and made some tough changes.

“We have a different way of viewing policing,” says Davis. “Policing a city and policing a campus are two very different things. For example, we don’t face commercial crime like cities often do. Here our concern focuses on young people. Our fight is to gain the confidence of our students.”
