WASHINGTON — Army Secretary Pete Geren announced the recall of more than 16,000 body armor sets after an audit concluded that the vests’ bullet-blocking plates failed testing and may not have provided soldiers with adequate protection. The audit, made by the office of the Defense Department inspector general, faults the Army for flawed testing procedures prior to awarding the contract.
