WASHINGTON – The U.S military has conducted several covert raids against al-Qaeda and other militants in Syria, Pakistan and other areas, according to senior American officials.  The raids were carried out by Special Operations forces authorized by Defense Secretary Donald Rumsfeld in the spring of 2004. The clandestine order gave the military authority to attack the terrorist network anywhere in the world including countries not at war with the United States.
