A manpower vs. weapons budget debate is still plaguing President Barack Obama and Congress, as several years of painful trade-offs involving national defense priorities is scrutinized and minimized.  Troop pay and benefit costs are increasing while their weapons and equipment is simultaneously wearing down.  Priorities of whether to modernize equipment  or give more financial care to troops, both active and veteran, has given the Pentagon a daunting- and possibly dangerous- task of choosing one over the other.
