A half-built prison in Khan Bani Saad, Iraq may remain unfinished due to poor security and weak subcontractor performance, two reasons outlined in a report that surface Monday titled “Hard Lessons: The Iraq Reconstruction Experience.”  The report states that the reconstructive effort was halted due to “blinkered and dijointed” pre-war planning and that the building skeleton will probably never house an inmate.
