WASHINGTON — President-elect Barack Obama has appointed Leon Panetta, a Northern California political veteran who served 16 years in Congress and was President Clinton’s budget director and chief of staff, to be director of the CIA.

Although Panetta has an immense amount of experience and integrity, some skeptics question his lack of background in intelligence or counterterrorism.
