SAN DIEGO– Homeland Security Secretary Janet Napolitano Wednesday announced the Obama administration’s plans to spend more than $400 million in upgrades to U.S. ports of entry and surveillance technologies along the U.S.-Mexico border.  The area has been plagued by an increase in violence spurred by an uncontrollable amount of drug and arms smuggling.
