WASHINGTON — Despite the agreement between the U.S. and Iraq that forces all American troops out of Iraq by 2012, Army Chief of Staff Gen. George Casey announced Tuesday that the Pentagon must plan for extended U.S. combat and stability operations in Iraq for as long as a decade.
