NEW YORK – Governors, legislators and prison officials across the nation are considering policy changes that will likely remove tens of thousands of offenders from prisons and parole supervision due to budget crises. The proposed initiatives could add up to be the biggest shift in corrections policy changing the recent decades’ tough-on-crime disposition to a cost-saving one.
