WASHINGTON — Congress struck a deal on Thursday to examine and change the government’s rules regarding its wiretapping powers and provide explanation about legal immunity to the phone companies that took part in President Bush’s program of eavesdropping without warrants after the Sept. 11 attacks.  To read about the new surveillance deal, click here and return back to comment.
