Due to budget constraints many cash-strapped states are giving law enforcement officers the authority to pull over motorists for the sole reason that drivers are not wearing their seat belts.  More than a dozen states are considering the switch to primary seat-belt enforcement laws in order to be eligible for millions in federal money, which requires states to pass a bill and have it signed by the state’s governor by July to qualify.
