JACKSONVILLE, Fla. — The Florida NAACP plans on filing a formal complaint with the U.S. DOJ, alleging that the 28 police-involved shootings by the Jacksonville Sheriff’s Office this year violated citizens’ civil rights. Of the 28 people shot, 22 of were black and as a response, the NAACP is asking that the city establishes a citizen panel to review police use of force.
