WASHINGTON– President-elect Barack Obama is preparing to scrap the way the Bush Administration ran the Homeland Security department by naming a former CIA official to coordinate counterterrorism, sources close to the Obama transition team said Wednesday.  Obama’s domestic security plan would eliminate the independent homeland security adviser’s office and allocate its duties to the National Security Council to avoid overlapping.
