WASHINGTON, D.C. – President Barack Obama’s proposed stimulus plan includes giving back to police officers– $4 billion worth of giving back.  The money would be used to resurrect grants that put tens of thousands of police on the streets during the 1990’s, including the allocation of $3 billion for the Byrne Justice Assistance Grant, a program that has funded drug task forces, after-school programs, prisoner rehabilitation and other programs.  The large sum also includes another $1 billion for the Community Oriented Policing Services program known as COPS, which began during the Clinton administration and served as a means to pay the salaries of local police officers, thus attributing modestly to the decline in crime experienced in the 1990’s.
