WASHINGTON – Congress is pushing a 3.9 percent pay increase for troops next year — more than President Bush prefers to give.

The pay rise was on track to be approved by the House Armed Services Committee on Wednesday as part of a larger policy bill that would authorize more than a half trillion in annual defense spending, including combat operations in Iraq and Afghanistan.
