PHILADELPHIA – For many years, it has been a struggle for ex-cons trying rebuild their lives on the outside to find an employer willing to hire someone with a rap sheet. But now the city of Philadelphia is making an effort to encourage the hiring of ex-convicts amid a renewed interest nationwide in dealing with high recidivism, growing crime rates and exploding prison populations. In return, Philly employers can receive an annual tax credit of up to $10,000 if an ex-con is hired.
