Senate President Franklin Drilon stated that Philippines’ Constitution bars permanent basing of foreign military forces in the country, thereofore the increase in American military presence should be within the limits stated in the Constitution.

US and Philippine officials must ensure the premise of the basic law is not violated by the planned
rotational presence of American military in the country.
