ISLAMABAD, Pakistan — The Pakistani military is so upset over the American airstrikes that killed 11 Pakistani soldiers that Pakistani government officials are threatening to postpone or cancel plans of an American program that would train a paramilitary force in counterinsurgency for combating Islamist militants.
